Letter to Puerto Rico RWCA Super Project Officer- Drug Supply for the Immunology Clinic for the Caguas, PR Region

Re: Drug Supply for the Immunology Clinic for the Caguas, PR Region

Greetings:
The purpose of this letter is to ask for your intervention in a matter of much necessity for the people with HIV that receive their treatment through Puerto Rico state funding, specifically those who receive treatment in the Caguas Immunology Clinic. For the last 5 months, we have being facing problems with the delivery on time of the HIV drugs because of the lack of a carrying system for the delivery of the requisitions (authorization of payment and delivery of the prescriptions) that utilize state funding. The situation became aggravated with the dismissal of government employees. Because of the massive firing there are no employees taking care of the carriage for the corresponding management and delivery of the requisitions of drugs covered by state funding which has caused delays in the receiving of the drugs by the patients who need them. The delays have being of up to 4 weeks, in the cases that we have knowledge of. For this reason, we ask for the intervention from HRSA since we have knowledge of the funding matching between state and federal funding to make possible the provision of services. We know that in your last visit to Puerto Rico, you and your work team, made some recommendations about this situation. One of those was the delivery of a two month supply of drugs so that the Immunology Clinic could cover the necessity for such period. At this moment, the recommendations have not being put in practice. This problem has prolonged the delay in the delivery of HIV drugs which affects adversely all the patients that receive treatment through state funding in the Caguas regional clinic.
It is because of the p-resented earlier that we ask of your and your office’s attention for the investigation of the situation and the guarantee of the delivery of the HIV drugs on time to the patients of the region of Caguas, PR. We are granting you a period of 10 calendar days starting on the date of the receipt of this mail to take action, solve the situation, and communicate in writing about the taken actions. If the problem is not addressed and solved within those 10 days we will be obliged to convoke the national press to denounce the lack of services to the people with HIV.

Re: Entrega de Medicamentos a Clínica de Inmunología de la Región de Caguas, PR

Reciba un cordial saludo. Le escribo para solicitarle su intervención en un asunto de alta necesidad para las personas con VIH que reciben medicamentos con fondos estatales en Puerto Rico, específicamente las personas que se sirven de la clínica de inmunología de Caguas. Durante los últimos 5 meses hemos enfrentado problemas con la entrega de los medicamentos a tiempo debido a que en este momento no hay un sistema de acarreamiento de medicamentos para la entrega de las requisiciones (autorización de pago y entrega de las recetas) que utilizan fondos estatales. Esta situación se agravó con los despidos de empleados gubernamentales. Dado a que fueron cesanteados y no hay empleados de acarreamiento para la correspondiente entrega y trámite de las requisiciones de medicamentos con fondos estatales, las personas con VIH de esta región (Caguas) han tenido retrasos en recibir sus medicamentos de hasta 4 semanas según los casos de los que tenemos conocimiento. Por esta razón pedimos la intervención de HRSA dado a que tenemos conocimiento del pareo de fondos estatales y federales para hacer posible la prestación de servicios. Sabemos que en su última a Puerto Rico, usted y su equipo de trabajo hicieron unas recomendaciones sobre esta situación, entre ellas que se entregaran servicios de medicamentos para las clínicas de inmunología para cubrir aproximadamente dos meses de necesidad. Al día, tales recomendaciones no se han puesto en vigor por lo que continúa el retraso en la entrega de los medicamentos, por tanto, afectando adversamente a todos los pacientes que se sirven de los mencionados fondos para obtener los medicamentos.

Es por lo antes mencionado que solicitamos la pronta atención de usted y su oficina para que investigue y garantice la entrega a tiempo de los medicamentos a los pacientes de la región de Caguas. Le otorgamos un plazo de 10 días calendario al recibo de esta comunicación para tomar acción, resolver la situación y comunicar por escrito las acciones tomadas. De no resolverse esta situación en los próximos 10 días estaremos obligados a convocar a la prensa nacional para denunciar la falta de servicios a las personas con VIH.
