For Immediate ReleaseFebruary 26, 2009

Latino Commission on AIDS Applauds Obama Appointment of Top Advisor on HIV/AIDS IssuesNew York, NY – February 26, 2009 - President Barack Obama announced his appointment of Jeffrey S. Crowley to head the Office of National AIDS Policy, the White House Office tasked with coordinating the continuing efforts of the government to reduce the number of HIV infections across the United States and coordinating care for those with the disease. After a vacancy of several years during the Bush Administration, the Latino Commission on AIDS commends Mr. Crowley’s appointment and this major first step in President Obama’s campaign promise to craft a National AIDS Strategy. “The Latino population is the youngest and fastest growing ethnic minority group in the U.S. and we continue to witness the devastating effects of the HIV/AIDS epidemic across the U.S., Puerto Rico and the U.S. Virgin Islands. Knowing Mr. Crowley’s record of improving access to health and social services for people living with HIV/AIDS, people with physical and mental disabilities, low-income individuals, and other vulnerable populations, we look forward to working with him to ensure the inclusion of Hispanic/Latino AIDS Action Agenda priorities in a National HIV/AIDS Strategy,” stated Dennis deLeon, President of the Latino Commission on AIDS. ---SOBRE LA COMISION LATINA SOBRE EL SIDA The Latino Commission on AIDS is a nonprofit organization dedicated to fighting the spread of HIV/AIDS within Latino communities. In response to the critical, unmet need for HIV prevention and care for Latinos, a coalition of Latino leaders founded the agency in 1990. The Commission realizes its mission by spearheading health advocacy, promoting HIV education, developing model prevention programs, and building capacity in community organizations. All services are offered in a culturally and linguistically appropriate manner and most services are provided in Spanish. UNIDOS PODEMOS / UNITED WE CAN

Obama Goes Gay with new National AIDS Policy Chief

President Obama has chosen Jeffrey S. Crowley, a senior research scholar at Georgetown University’s Health Policy Institute, to serve as head the Office of National AIDS Policy.
In a statement released today, Mr. Obama said:

“Jeffrey Crowley brings the experience and expertise that will help our nation address the ongoing HIV/AIDS crisis and help my administration develop policies that will serve Americans with disabilities. In both of these key areas, we continue to face serious challenges and we must take bold steps to meet them. I look forward to Jeffrey’s leadership on these critical issues.”

Elsewhere, the statement describes the ONAP as follows:
"The Office of National AIDS Policy (ONAP) is the White House Office tasked with coordinating the continuing efforts of the government to reduce the number of HIV infections across the United States. The office emphasizes prevention through wide-ranging education initiatives and also helps to coordinate the care and treatment of citizens with HIV/AIDS. The President has made a strong commitment to developing a national AIDS strategy, which will be a top priority for the Office of National AIDS Policy. In addition, ONAP coordinates with international bodies to ensure that the fight against HIV/AIDS is fully integrated around the world. The ONAP is part of the Executive Office of the President’s Domestic Policy Council (DPC)"

Crowley’s appointment, which had been recommended by The LGBT community’s Presidential Appointments Project according to GayPolitics.com, has been generally well received in the LGBT community by organizations including the Victory Fund and HRC.

“The announcement of Jeffrey Crowley signals that HIV/AIDS issues will be an integral part of health care reform in the Obama Administration,” said Human Rights Campaign President Joe Solmonese reports the Miami Herald. “Throughout his campaign, President Obama called for the development of a bold national AIDS strategy. With Crowley’s leadership, we look forward to working with the Office of National AIDS Policy in setting an aggressive agenda to combat HIV/AIDS in our country.”

President Obama still has yet to name a replacement for Dr. Mark Dybul the openly gay coordinator of the President's Emergency Plan for AIDS Relief (PEPFAR) who was unceremoniously fired last month after initially being asked to stay on and serve in the Obama administration until a suitable replacement could be found. That position when filled will report to Secretary of State Hillary Clinton.
